From Silos to Sunflowers In contrast to the images of nuclear, biological and chemical weapons threats in the NTI web masthead, the sunflower represents progress-the transformation of miles of Soviet missile silos, holding more than 700 nuclear warheads, into fertile acres of sunflowers. NTI Board Member William Perry, then U.S. Secretary of Defense, Russian Defense Minister Pavel Grachev and Ukraine Defense Minister Valeriy Shmarov reached agreement and worked together to remove the silos from Ukraine and return the land to agricultural use.
