| Securing the Bomb 2006 An NTI commissioned report, from May 2006, finds that even though the gap between the threat of nuclear terrorism and the response has narrowed in recent years, there remains an unacceptable danger that terrorists might succeed in their quest to get and use a nuclear bomb, turning a modern city into a smoking ruin. Offering concrete steps to confront that danger, the report calls for world leaders to launch a fast-paced global coalition against nuclear terrorism focused on locking down all stockpiles of nuclear weapons and weapons-usable nuclear materials worldwide as rapidly as possible. | "Strengthening Long-Term Nuclear Security: Protecting Weapon-Usable Material in Russia"
A report by the National Academy of Sciences highlights several obstacles in the transition from a U.S.-Russian cooperative program to a Russian-directed and Russian-funded fully indigenized program that will ensure the security of 600 tons of weapon-usable nuclear material at a level of international acceptability. | "Strengthening U.S.-Russian Cooperation on Nuclear Nonproliferation: Recommendations for Action" A report by the National Academy of Sciences offers the consensus findings and recommendations of a joint committee established by the U.S. National Academies and the Russian Academy of Sciences to identify methods of improving the ongoing cooperation between the two nations in this area. | "Accelerating the Blend Down of Russian HEU" A joint report by NTI and Atominform, a Russian research institute, evaluating the potential for accelerating the blend-down of Russian highly enriched uranium, the first detailed analysis of the technical, cost, and schedule issues associated with various options to go beyond the current annual blend down rate of 30 metric tons of HEU, if governments were to adopt such a policy. | "Nuclear Security Culture: The Case of Russia" A report by The University of Georgia's Center for International Trade and Security (CITS) examines security measures at facilities in Russia's civilian nuclear security sector and finds that, after a decade of U.S. and European security assistance, security unfortunately remains porous. | "Cooperative Threat Reduction for a New Era" A report from The National Defense University argues the importance of expanding Nunn-Lugar Cooperative Threat Reduction programs and funds beyond Russia in order to address the issue of global nuclear proliferation. September 2004 |

| "Coordinating Submarine Dismantlement Assistance in Russia" A report by the Center for Nonproliferation Studies (CNS) discusses the coordination challenges associated with international assistance to decommissioning Russia's obsolete nuclear-powered submarines. Their dismantlement has been identified as one of the priority areas for the Global Partnership against the Spread of Weapons and Materials of Mass Destruction, initiated at the G8 summit in Kananaskis, Canada in June of 2002. | "The Four Faces of Nuclear Terrorism" A new book from the Center for Nonproliferation Studies (CNS) warns that substandard security at nuclear facilities in Russia, Pakistan, and Central Asia increases the risk of terrorists seizing highly enriched uranium to make crude, but devastating, nuclear explosives. It urges the United States and its international partners to take immediate steps to prevent the most catastrophic forms of nuclear terrorism and to reduce the consequences of the most likely nuclear terror attacks.
