China's Missile Imports and Assistance From Ukraine
There have been reports that China has attempted to acquire various missile-related technology from Ukraine, but, although China reportedly purchased three rocket engines from Russia and Ukraine in the early 1990s, there have been no reports of transfers of any sophisticated missile-related technology from Ukraine to China. In January 1996, three Chinese workers in Ukraine were arrested for attempting to smuggle ICBM designs from Ukraine into China. China denied the espionage charges, saying the three were energy experts who were in Ukraine to participate in information exchange and to negotiate commercial agreements, but the three were expelled from Ukraine for five years. In May 1996, the United States issued a warning to both Russia and Ukraine not to transfer SS-18 ICBM technology to China.
