Description: Tahrir was a small facility affiliated with Mustansiriyah University; the site trained students in welding techniques. The institute was established in 1992 and was affiliated with, and located on, the grounds of the State Establishment for Heavy Engineering Equipment (SEHEE). Tahrir appears to have been founded to fill the gap in welding experience evident throughout Iraq's missile and other military programs. For example, at the onset of the Al-Hussein program, engineers had to borrow welders from the Air Force because the required expertise was not available within MIC. Tahrir trained students in MIG, TIG, MAG, and other welding techniques and contains some capable equipment left over from pre-Gulf War missile programs. The facility was monitored by UN inspectors due to its capability to assist in the missile effort and to its close proximity to Iraq's key missile research and development center, the Al-Karama State Establishment.
