NTI Co-Chair Sam Nunn,
with former Secretary of Defense and NTI Emeritus Board Member William J.
Perry and former Secretary of State George P. Shultz, penned an
op-ed in The Wall Street Journal urging the U.S. to reengage
with Russia and prevent a military miscalculation that could lead to the use of
a nuclear weapon for the first time in nearly 74 years. The authors write that
growing tensions between the two states, the loss of international arms control
agreements, an increased risks of cyberattacks that could target nuclear
warning and command-and-control systems, and the expansion of global terrorist
networks increase the likelihood of an attack by miscalculation or mistake—and deterrence
is not enough to protect against catastrophe. They make several
recommendations, including a joint declaration by Presidents Trump and Vladimir
Putin emphasizing that “a nuclear war can never be won and must never be
fought,” and the creation of a broad framework for strategic stability.
